Babu Ram Aryal, a pioneer in cyber crime and cybersecurity law in Nepal has significant knowledge and experience on digital law and policy in Nepal. He founded Delta Law Firm, a prominent law firm, specialized in Telecommunication (including Internet), Cyber Law and Media Technology in 2007 and contributing on shaping digital law and policy environment in Nepal.
He has actively contributed to both national and international law and policy research matters. Notably, he led the drafting team of Information Technology Bill, 2018 and coordinated various consultation meetings with stakeholders. He was invited by the Ministry of Child, Women and Senior Citizen and Nepal Telecommunications for Drafting of the Online Child Protection Directives for the Ministry and the Authority respectively.
In the field of Internet Governance, Mr. Aryal has significant contributions. He is currently, one of the Vice Chairs of Asia Pacific School on Internet Governance. He previously led the the Multi-stakeholder Steering Group of Asia Pacific Regional Internet Governance Forum, an UN recognized regional forum, as its one of the Vice Chairs for the term 2019-2020.
Mr. Aryal holds an LLM degree from Pune University, India, and has gained additional expertise through his participation as an ANOX Fellow at Oxford and completing the Cybersecurity Policy Sequence at the US Telecommunication Training Institute. He has recently submitted his doctoral thesis “ A Study on the Enforcement of International contracts with reference to Nepal” under Tribhuvan University.
